Proactive safety During Phase 4, various laws and regulations were established and revised including the

management Occupational Safety and Health Act, Construction Technology Promotion Act, and Serious
Accidents Punishment Act, increasing corporate responsibility for industrial and construction
focusing on safety. Also, the government started reflecting the safety management grade for management

evaluations evaluations of public agencies. Under these circumstances, Phase 4 proceeded with related laws
in mind and addressing safety issues.
The safety quality management for Incheon Airport monitored whether the builder and construction

management/inspection team carried out safety activities. Evaluation was conducted according
to KOSHA for safety and ISO-9000 for quality. Around 80 contractors participated in Phase 4
with various projects at the same time. It was a construction site with a high possibility of serious
industrial accidents. This is why the Construction Safety Quality (CSQ) evaluation system was

devised. It was linked to the safety evaluation indicators by the government and conducted quarterly
evaluation for safety management. External experts conducted monthly safety, quality, and
