Phase 4 After enduring three challenging years marked by plummeting aviation demand and rising

construction construction costs, Incheon Airport emerged from the dark tunnel in June 2022, as the
government declared a return to normal for international flights. With the end of the COVID-19
project on track crisis, operations at Incheon Airport gradually returned to normal. Amid a strong recovery,

global airports also began ramping up infrastructure expansion, intensifying competition among
major international hubs. Airports like Hong Kong's Chek Lap Kok, China’s Guangzhou, and
Singapore's Changi each aimed to accommodate over 100 million passengers per year through

ambitious expansion projects. For Incheon Airport, staying competitive or falling behind in this
post-pandemic race hinged on the success of Phase 4 construction, which aimed to transform
Incheon Airport into a mega-airport with an annual capacity of 106 million passengers by 2024.
To achieve this, Incheon Airport accelerated Terminal 2 expansion work, targeting the completion

of structural work by the end of 2022. Tower cranes busily transported steel beams, while sparks
flew from welding machines joining the steel structures. By the second half of 2022, the overall
progress of the Phase 4 project surpassed 50%, and the grand steel framework of Terminal 2’s
                                                expansion began to take shape.
