Establishing comprehensive
project and process management
systems
To ensure more efficient execution of the Phase 3 construction project, IIAC
established a comprehensive project management system. This involved
integrating internal project management departments with external support
consortiums to create a dedicated organization called the “Project Management
Office.” Additionally, a comprehensive workflow management system was
implemented to streamline the management of operations from basic to detailed
processes. One key strategy was bundling work types, which were more diverse
than Phases 1 and 2, into project packages based on standardized criteria,
minimizing potential interface issues during construction and ensuring an
economically efficient workflow. By adjusting these pre-defined project packages,
Incheon Airport could adapt to evolving site conditions and expand the scope of
management as needed within the limits of project and workflow management. In
2015, Incheon Airport introduced the incheon-Program Management Information
System (i-PMIS) to share all project information real-time and create an
integrated management network that connected with existing airport systems.
This integration allowed for effective prevention of construction management
risks and continuous monitoring. Furthermore, Incheon Airport established a fair
subcontracting management system to promote transparent business practices. It
also supported direct material purchasing for construction by small and medium-
sized enterprises (SMEs) and implemented regional joint contracting obligations.
These initiatives reflected Incheon Airport’s commitment to ethical management
and fostering mutual growth with local communities and businesses.
