          In the mid-2000s, discussions on the liberalization of air transport in Northeast
          Asia began to gain momentum. In response, major airports in Asia started
          expanding facilities and seeking strategic partnerships with other airports to
          prepare for intense market competition. Incheon Airport also reviewed its future

          direction based on long-term projections of aviation demand and launched the
          Phase 3 construction project. Before the full-scale construction began, the airport
          conducted a "Master Plan Revision Project" from April 2006 to December 2008
          to comprehensively reassess the entire master plan. One of the most significant

          changes that emerged from this process was the relocation of Terminal 2. Initially,
          Terminal 2 was planned for the southern side of Terminal 1 without a contact
          stand, leading to concerns about passenger inconvenience, baggage handling
          difficulties, and potential baggage loss. There was also a high possibility of

          confusion between departing and arriving passengers at the 6 shuttle train drop-off
          points. After 6 rounds of layout reviews, IIAC selected the most suitable solution:
          relocating Terminal 2 to the north side of Terminal 1.
