Establishment of
Korea Airport Construction Authority;
development and revision to master plan
After site selection, the basic design process began, as the government selected
a consortium of Korea’s Yooshin Engineering Corporation and Bechtel from
the US as the design project winner. The joint construction with an international
company was aimed at promoting the localization and advancement of Korea’s
future airport design technology. The Yooshin-Bechtel consortium conducted
basic design from November 1990 to December 1991. Following this, domestic
and international experts engaged in extensive discussions, consultations, and
verification processes regarding the basic design. Based on this, the master
plan for the Incheon Airport construction project was officially announced in
June 1992. The Phase 1 master plan included the construction of the Passenger
Terminal 1, capable of handling 170,000 flights and 27 million passengers per
year, a runway, a dedicated expressway, and the foundations for an airport railway
and a New Airport City, at a cost of KRW 3.416 trillion from 1992 to 1997. The
plan also set a flexible schedule for later phases of construction, with the goal of
eventually handling 100 million passengers per year.
In September 1994, the government established the Korea Airport Construction
Authority to move ahead with the project in earnest. The New Airport
Construction Office established under the Korea Airports Authority (currently,
Establishment of Korea Airport Korea Airports Corporation), which was established in 1992, was separated into
Construction Authority an independent organization to ensure efficiency in the construction and operation
1994.09.01. of the new airport. In 1999, the Korea Airport Construction Authority evolved
into Incheon International Airport Corporation (IIAC), which successfully led the
